There’s an insane logic in our state tax system, and straitjacket won’t fix it

The Legislature fizzled out last month, with a budget cobbled together with hopes and gimmicks, and essential state services being cut. It always sounds good to emphasize fiscal prudence and keep public budgets capped. But a straitjacket one-size-fits-all spending ceiling actually sacrifices individual well-being and long-term economic growth and security.
